On the 2018 concordance jointly published by the College Board and ACT, every SAT total from 1060 to 1090 maps to an ACT composite of 20. Each ACT point covers a wider band of SAT points, which is why the conversion is a range rather than a one-to-one match. Colleges use this same table to compare applicants who took different tests.
